It is required that the make and model number of any replacement main drain cover be supplied to DEQ for
approval prior to installation!

The federal VGB Act requires certified suction covers for all indoor pools by December 19, 2008. All outdoor
pools must have certified covers prior to opening in 2009. Several manufacturers are currently in the process
of having covers and drain sumps tested for certification to the ASME standard. These covers and drain
sumps are expected to be available in soon.
It is important to note that in order to provide and install certified covers, it may be necessary to change the
attachment frame and/or the drain sump as well. Only a professional evaluation can determine if a new cover
can be safely attached to an existing attachment frame. The professional evaluation may determine that
certified drain covers cannot be attached without a significant modification to the pool drains. A construction
permit will be required for any significant modification to a pool.
All certified covers are required to be marked with “VGB 2008” They will also be marked with “ASME A112.19.8 – 2007” and/or “ASME A112.19.8a
– 2008”. The marking must be embossed on the cover in a location where it is visible when the
cover is installed. A Certificate of Conformity should be provided to the pool owner or operator
when the covers are installed. If a cover is not embossed with “VGB 2008” or ASME
A112.19.8-2007 or 8a-2008, it is not certified to the standard and does not meet the
requirements of the federal VGB Act. These covers must be replaced with certified covers.
